Anne Arundel County

John Spencer

John Spencer retired from the Federal Transit Administration where he held the dual positions of Chief Financial Officer and the Careerist Policy Officer.  Previously, he was the Budget Operations Officer for the Federal Highway Administration, a Management Analyst at Farmers Home Administration, and managed air freight and passenger terminals in the Air Force.  Since his Federal retirement, he has worked for the City of Annapolis writing legislation and serving as staff to the City Council and the City Attorney.  He is now active in a number of community/county activities including Chair of the Eastern District National Night Out, the Spending Affordability Committee and a Master Watershed Steward.  He attended the Universities of Oklahoma and Maryland with a major in Transportation and the George Washington University with an MPA in Urban and Regional Planning.

Earl Armiger

Since founding Orchard Development Corporation in 1979, L. Earl Armiger has been the managing general partner in the development of more than $900,000,000 of residential and commercial real estate.  Orchard Development and its affiliate company, Armiger Management Corporation, develop, lease, and manage an award-winning portfolio of multi-family communities throughout the Mid Atlantic region.

Locally, Mr. Armiger has been President of the Home Builders Association of Maryland, President of the Howard County Chamber of Commerce, and Chairman of the Board of Trustees of the Community Foundation of Howard County. In 2007, the National Housing Endowment awarded Mr. Armiger and Orchard Development the Gold Builder Achievement Award for Outstanding Community Service.  Orchard donated the $10,000 first prize to the Columbia Foundation.  In 2009 Mr. Armiger was given the Lifetime Achievement Award by the Home Builders Association of Maryland.

Judith “J” Davis

Judith “J” Davis, Mayor Pro Tem of Greenbelt MD, was formerly Mayor for 16 years, Greenbelt’s longest continuously serving Mayor. Prior to her election to Council in 1993, she was appointed to Greenbelt’s Advisory Planning Board for 10 years, 4 years as its Chair.

As Mayor, J represented Greenbelt on the Metropolitan Washington Council of Governments Board of Directors and was elected its Chair in 2005 and Corporate President in 2010. Davis is on COG’s Chesapeake Bay Policy Committee. Since 2005, she has been a member of the Energy, Environment and Natural Resources Policy Committee for the National League of Cities.

Davis is Past President of the Maryland Municipal League, the Maryland Mayors Association, the Prince George’s County Municipal Association, and the Prince George’s Elected Municipal Women. J also served on MML’s Board of Directors for over 10 years and is currently on its Legislative Committee.

Michael Dyer

Michael Dyer has practiced as a lawyer and lobbyist for over 35 years.  In the 1980s he served as counsel to the United States Senate Committee on Labor and Human Resources and as Chief of Staff to a Member of the House of Representatives.  He has represented a wide variety of entities including health care organizations, higher education institutions, and municipal, county and state governments.  He secured for the Maryland Institute of Trauma and Emergency Medical Services the US Congressional designation of National Study Center of Trauma and EMS.

He served 16 years on the City of Laurel’s Historic District Commission, three terms on the City’s Ethics Commission and one term on its Charter Review Committee.
